The three-year-old son of Medaglia d'Oro, ridden by Sam Clipperton for John O'Shea, was held up in sixth towards the outside and then raced in seventh of the nine runners.
He moved up turning in and came wide into the straight in fifth.A strong surge from one and a half furlongs out took Federal into second by the distance.
He ran on but could not get to grips with the winner Najoom, who scored by three and three quarter lengths in 1m 26.38s on soft going.
John O'Shea remarked: "Federal jumped OK and was three-deep with cover in a slowly run race."The leader took a march off him and Federal couldn't run her down but it was a really good effort."
