The six-year-old mare, trained by Lee and Anthony Freedman, was well away under Ben Melham from the outside draw and held up, racing a bit keenly initially.
She settled fifth last of the 16-strong field towards the outside before making a powerful run from a furlong and a half out.
Hazard came through to dispute the lead in the closing stages, just failing to get the verdict by a nose from Madam Gangster on the line.
Madam Gangster's time was 1m 11.16s on soft ground.
Anthony Freedman said: "Hazard began smartly from the very outside gate and eased back to get in behind mid-field, still two-wide off the fence.
"She travelled strongly around to the corner, was five-wide on the bend and worked home very strongly down the centre of the straight. It was an outstanding run from a mare that looked quite big in condition and she was only defeated by a flared nostril in the photo-finish.
"If she had drawn a decent gate, she would have won."
