The three-year-old son of Tapit raced in fifth of the nine runners on the inside under Irad Ortiz jr before going fourth at the start of the final turn and then progressing to third before the straight.
He kept on well but had no chance of catching Upstart who had gone clear to win by five and a half lengths in 1m 43.61s.
Frosted's trainer Kiaran McLaughlin commented: "We were second-best. The one draw wasn't ideal. We thought it was good to save ground, but we were in a little tight and took some dirt.
"But it was a good race and the winner was impressive."
The other Godolphin runner First Down (Tom Albertrani/Rajiv Maragh) raced in second before dropping out on the turn for home to finish seventh.
