The three-year-old Invincible Spirit filly, trained by Saeed bin Suroor and ridden by James Doyle, broke smartly in the seven-furlong dirt conditions race and soon disputed third.
A close fifth turning in, Local Time moved up to go second entering the straight, with three lengths to make up, and stayed on inexorably to gain a short-head success in 1m 27.16s on the line, with the first two 10 lengths clear of Runner Runner in third.
James Doyle commented: "I knew that Local Time was tough. I had ridden her a couple of times before, including when winning the Oh So Sharp Stakes at Newmarket. She really learned how to battle that day and is definitely a grinder.
"She travelled well into the straight but just took her time when I let her down. It was her first time on this surface and she had to adapt a little bit.
"Once she got her act together, she picked up well. She goes on the dirt, no problem.
"I think that this race will put her spot on for the UAE 1000 Guineas and she should improve with stepping up another furlong. She is small but tough."
The UAE 1000 Guineas takes place at Meydan on Thursday, February 5.
